广播电视台专题组织生活会和20xx年度评议党员实施方案
根据x学办明电〔20xx〕x号文件精神,结合广播电视台实际,现就专题组织生活会和20xx年度评议党员工作制定如下实施方案:
一、指导思想
以学习贯彻党的六中全会精神为主题,围绕“两学一做”学习教育要求来进行。按照“四讲四有”合格党员标准,坚持问题导向,深入查找和解决突出问题,严肃认真开展批评和自我批评,进一步强化党的观念、提高党性修养,增强“四个意识”特别是核心意识、看齐意识,更好发挥基层党组织战斗堡垒作用和党员先锋模范作用。
二、评议内容。
主要根据党章第二、三条规定的党员基本条件、义务和《中国党xx省基层组织评议党员工作细则(试行)》规定的对党员理想信念、素质、组织纪律、团结奉献、遵纪守法等要求以及创先争优活动承诺和党员“五带头”标准,紧密联系自身思想和工作实际,从以下几个方面进行评议。
一是否具有坚定的主义信念,坚决贯彻执行党在现阶段的基本路线和各项方针、政策。
二是否按照党员标准要求自己,脚踏实地工作。
三是否站在改革、发展、稳定的大局,处理好国家、集体和个人之间利益关系。
四是否坚决执行党的决定,遵纪守法,坚决做到令行禁止。
五是否密切联系群众,积极参加结对帮扶,自觉维护群众利益。
六是否坚持原则,顾全大局,维护团结,勇于开展批评和自和批评,同消极做斗争。
三、评议党员的“格次”及评定条件
评议党员分四个格次:即优秀、合格、基本合格、不合格。
(一)优秀党员评定条件:认真履行党员义务,成绩显著,在评议中优秀票占总票数90%以上的党员即评定为优秀。
(二)合格党员评定条件:认真履行党员义务,发挥先锋模范作用,评议中优秀和合格票数共占总票数75%以上的评定为合格党员。
(三)基本合格党员评定条件:基本履行党员义务,在评议中优秀和合格票占总票数的61%—74%的党员评定为基本合格党员。
(四)不合格党员评定条件:不履行党员义务,起不到党员作用,有下列情形之一者,应评定为不合格党员。
一是无正当理由,连续六个月不参加党的组织生活(老弱病残不能处理的党员除外)或不交党费;
二是理想信念动摇,丧失主义信念,信仰宗教,参加封建迷信活动,参加非法组织,对党的路线、方针、政策持消极或抵制态度,经教育后仍不转变的;
三是法制观念淡薄,违反党纪、政纪和国家法律法规,受到党纪政纪和法律处理的;
四是评议中优秀合格票占总票数在60%以下的党员评定为不合格。
四、方法步骤
此次专题组织生活会和评议党员一并进行,时间是从即日起至3月10日前结束,重点做好以下8个环节的工作。
1、组织理论学习。在“两学一做”前段学习讨论的基础上,结合开展“讲看齐、见行动”学习讨论,组织党员深入学书记在党的六中全会上的重要讲话精神,深入学习《2024新形势下党内生活的若干准则》《中国党党内监督条例》,增强开好组织生活会、搞好评议党员的主动性、自觉性。
2、开展谈心谈话,广泛征求意见。结合工作实际,党支部班子成员之间必谈,班子成员和党员之间要广泛谈,提倡党员之间相互谈。谈心谈话既要交流思想、沟通工作生活情况,又要相互听取意见、指出对方存在的问题和不足。同时,要主动征求群众特别是服务对象对支部班子的意见。
3、查找突出问题。每名党员要以“四讲四有”为标尺,结合“讲看齐、见行动”学习讨论“四围绕四查找四确保”要求,查找自身在合格、执行纪律合格、品德合格、发挥作用合格方面的差距和不足,重点看是否存在理想信念模糊动摇、大是大非问题上态度不鲜明,组织观念淡薄、道德品行失范,不履职尽责、不担当作为等问题。
党支部班子要查找在执行上级党组织决定、严格党的组织生活制度、加强党员教育管理、教育引领和联系服务群众,以及加强自身建设等方面存在的问题。在深入查找剖析的基础上,党支部班子及其成员要列出问题清单。
4、开展批评和自我批评。会上,党支部书记代表支部班子说明征求意见和查摆问题情况,集体研究提出整改措施,并带头开展批评和自我批评。党支部班子成员要联系班子存在的问题,把自己摆进去、把职责摆进去、把思想和工作摆进去查找不足,进行党性分析,明确整改方向。开展批评和自我批评,既要直面问题、坦诚相见,又要实事求是、出于公心,达到解决问题、触动思想,增进团结、促进工作的效果。
5、开展五项清理。召开支部委员会,对党员参加组织生活、交纳党费、遵纪守法、承诺践诺、目标管理责任完成情况进行调查摸底,形成通报材料,作为评议党员的重要依据。
6、评议党员。召开党员大会,会上,按照个人自评、党员互评、测评的程序,对党员进行评议。个人自评要摆出、纪律、品德、作用四个方面存在的问题,进行自我批评、作出自我评价,班子成员要带头示范;党员互评要摆事实、讲表现,直截了当提具体意见,不带个人恩怨,不搞无原则纷争;测评采取发放测评表的方式,按照“优秀”、“合格”、“基本合格”、“不合格”四种等次,对党员进行投票测评。
7、作出组织评定。党支部结合五项清理和评议情况,分析党员日常表现,给每名党员评定等次并向本人反馈。
8、抓好整改落实。结合组织生活会征求意见、开展批评情况,对查摆出的问题和前期未整改到位的问题进行梳理,党支部和班子成员分别列出整改清单、明确整改事项和具体措施,党员要作出整改承诺。整改内容和完成情况将在一定范围公示,接受党员群众监督。党支部将把班子查摆的问题、整改措施以及评议党员结果报上级党组织备案。

We had gone to high school together and we had been best friends.

I grew up in Minnesota where the summers are hot and humid and winters are bitterly cold. Living in Los Angeles now, it's sometimes hard to describe to people how winter weather can be in chillier climates. In L.A. most of the year, the weather is sunny, clear, and warm. In one of my favorite movies, LA Story, the weathercaster pre-recorded his weather forecasts because the weather was the same everyday!

Well, that's an exaggeration, because even in L.A., it can sometimes be quite cool in the winter and some areas around the beaches can have dense fog and occasionally drizzling. But, that's nothing compared to Minnesota. In winter, they get snow flurries and blizzards, when as much as 3 feet of snow can fall. As I kid, I would build snowmen and make angels on the ground. That part was fun. But I also froze my buns off!

Luckily, Minnesota doesn't get any hurricanes that far north, but other parts of the country are hard hit by those every year.

Sandra: Yes, I think so. But, I don’t have any U.S. dollars. Where can I change money? Can I do that here?

Gustavo: You could, but I wouldn’t recommend it. The exchange rate is really high and so are the fees. I’ll take you to the bank tomorrow.

The next day, I picked Sandra up from her hotel and we went to a branch nearby.

David: Well, a friend of a friend wanted some help with her taxes and we agreed that we would talk about it over dinner. At the end of the night, when the check came, she expected me to pay! It was really awkward. It wasn't a date and I was doing her a favor! Am I crazy or was she taking advantage of me?
